Engineering and construction of two enclosed, ten unit tee
hangars and one eight unit corporate hangar.
Dear Mr. Brumback:
Attached is your copy of the fully executed Joint Participation
Agreement and Department's funding Encumbrance for the above
referenced project along with a copy of the summarized ~
Requirements. Please note: "Failure to comply with the JIEA
Requirements will be considered just cause for non-participation by
the Department".
Please note that paragraph 18.10 in the Agreement has been modified
under SPECIAL CONSIDERATIONS BY THE AGENCY in EXHIBIT "A".

DEPARTMENT OF TRANSPORTATION (DOT) AND AIRPORT AGENCY (SPONSOR)
SUHMARY OF JOINT PARTICIPATION AGREEMENT REQUIREMENTS.
Please review the following summary of major Department and Agency
actions necessary to maintain compliance with the Department's Grant In
Aid program for public airports. This summary directly matches our
project tracking record.
JOINT PARTICIPATION AGREEMENT (JPA) ACTIONS
SPONSOR: Shall provide a written request for a project to the
Department which includes the Department's Work Program item
number, Sponsor's project number, FAA project number, detailed
cost estimate by state, federal and local dollars and complete
project description.
DOT:
Shall prepare and transmit the JPA to the sponsor for
execution.
SPONSOR: Shall execute the JPA and return to the DOT for final
execution.
CONSULTANT SELECTION PROCESS
Engineering consultant selection process required when
engineering costs are to be reimbursed by the Department.
SPONSOR: Shall involve the Department in the selection process and
provide Agency Attorney certification that the Consultants
Competitive Negotiation Act was followed.
DOT: Shall provide written approval of the consulting engineers
third party contract.

ENGINEERING DESIGN
Pre Design Conference
Plans and Specifications
DOT: Shall provide written approval of all portions of the 90%
plans and specifications deemed appropriate and provide
written comments on any remaining items. After resolution of
these comments and recommendations the Department will provide
written approval for the remainder of the project.
SPONSOR: Shall prepare and provide the following items.

. Bid Tabulation
DOT: Shall review and provide written concurrence of the low bid
and written approval of the construction contractors third
party contract.
SPONSOR: Shall award the low bid contract.
PROJECT CONSTRUCTION
Pre-construction Conference
DOT: Shall provide sponsor authorization for notice to proceed.
SPONSOR: Shall provide official project schedule.
DOT: Shall provide at least a mid-point and final inspection of the
construction work.
Engineering and Construction Change Orders
DOT:
Shall review and provide written approval.

PROJECT COMPLETION CERTIFICATION
SPONSOR: Shall provide Agency certification that the project was
completed in compliance with the plans and specifications.
Land Acquisition Projects
SPONSOR: Shall provide (Agency Certification) that the Agency has
acquired said property and that the appraisal and acquisition
along with any relocation of occupants was in compliance with
state and federal laws.
Economic Development Projects
SPONSOR: Shall provide an annual report showing project costs and
revenues.
