Whitehead City Clerk Clearwater, Florida Dear Mr. Whitehead: The state Road Board, pursuant to a. 1963 enactment of the Legislature, has adopted a policy under which banners may be placed over highways. The purpose of this letter is to familiarize you with the requirements in order that you may give accurate information to local civic and public organizations when they desire to erect banners. The requirements for the erection of a banner on any road in the state highway system, the county road system or the state park road system either inside or outside of municipalities are as follows: 1. A formal permit for the erection of a banner must be secured from the Property Management and Outdoor Advertising Branch, Right of Way Division, Florida State Road Department at its office in Tallahassee or at any one of the Road Department's five district offices. 2. The banner must be temporary. 3. The barmer must not contain anything of a commercial or political nature. A copy of the permit application form is enclosed for your future reference and additional forms may be secured upon request. Legal authority for the above :may be found in Section 335.13, Florida Statutes and state Road Board Policy No. 45. Your cooperation in furnishing the above information to civic groups when occasions demand will be deeply appreciated.
