04/16/2008 ENVIRONMENTAL ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER April 16th, 2008 Present: D. Michael Flanery Chair Richard Packman Board Member Ron Gregory Board Member Anna Fusari Board Member Also Present: Ed Chesney Environmental Manager Veronica Josef Senior Staff Assistant Joseph A. Calio Board Member Absent: Leslie Dougall Sides Assistant City Attorney The Chair called the meeting to order at 4:00 p.m. in the Conference Room 221 of the MSB Building. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. ADMINISTRATION th 1. Approval Of Minutes of March 19, 2008 Member Richard Packman moved to approve the minutes of the regular meeting of March th 19, 2008, as submitted in written summation to each board member. The motion was duly seconded by Member Ron Gregory and carried unanimously. 2. Citizen Comments Elizabeth Drayer on behalf of the Clearwater Audubon Society stated in an e-mail read by Ed Chesney, that they are eager to see the committee recommend specific environmental initiatives to the City Council and appreciate the EAB members time and effort. Elizabeth Drayer thanked the City for their participation in the Tampa Bay workshop on Regional Fertilizer Use Guidelines and look forward to attending future EAB meetings. ACTION ITEMS 3. None Environmental Advisory 2008-04-16 1 DISCUSSION ITEMS 4. Pinellas Living Green EXPO Ed Chesney stated that the City of Clearwater will have 4 booths at the EXPO, Clearwater Gas, Solid Waste, Parks & Recreation and Engineering. Engineering will be represented by Ms.Sara Josuns, Environmental Specialist, who will talk on our Green City Certification progress that is under way. Sandra Kling, USF Student will also participate. Community Garden Member Richard Packman stated that Nature’s Food Patch would like to sponsor a Community Garden, on a plot around the Cleveland Street area and a number of Nature’s Food Patch staff is eager to get involved. Nature’s Food Patch looks forward to working with the City to realize this project. a. Council Workshop Presentation Introduce EAB members, City Staff Ed Chesney & Veronica Josef b. Frame presentation by starting with what progress has already been realized. 1. Clearwater Signs US Conference of Mayors July 2007 2. Review City code “change ordinance” Neil Thompson already expressed interest in LEED standard. Identify key officials in various departments. 2. Partners with county Neighborhood Community Gardens 3. Parallel St. Pete, other cities 4. Finalize USF Evaluations for Council Workshop Mayors' Green City Action Accord The Mayors' Green City Action Accord states that Florida municipalities not only recognize the importance of developing alternative energies and reducing greenhouse gas emissions, successfully achieving these goals will enhance America's energy security, improve our environment, and provide Floridians with benefits from the economic activity associated with the new technologies. The Accord also encourages all Florida cities to pursue making their own operations more sustainable, and to seek green city certification 6. Establish Aaenda Results of presentation given to City Council on May 13th, 2008. 7. Date of next meetina EAB will meet on Wednesday, May 21 st, 2008 at 4:00 pm. 8.
