between the City of Clearwater, Florida (hereinafter referred to
as City) and Ervin's All American Youth Club (hereinafter referred
to as E.A.Y.C.) and provides as follows:
WHEREAS, the City, in cooperation with Pinellas County
Government, provides administrative and enforcement services for
human rights ordinance in Northern Pinellas County through funds
provided by the pinellas County Board of County Commissioners and,
WHEREAS, the City of Clearwater needs extensive outreach
efforts to better the services provided county residents by the
Clearwater office.
NOW THEREFORE, in consideration of the mutual covenants and
agreements hereinafter stated the parties hereto agree as follows:
I. The City shall provide to E.A.Y.C. solely from its
County allocations the maximum sum of Sixteen Hundred and Fifty
Dollars ($1,650) subject to and in accordance with the
provisions of this agreement and in express reliance on the
warranty of E.A.Y.C. that such funds will be used exclusively
for the projects in the upper pinellas Area as specified in this
agreement. E.A.Y.C. shall be responsible for the tasks
represented by the items identified in the additional budget
detail, attached hereto as Exhibit A, and incorporated herein.
These items included, without limitation, the engagement, training
and supervision of (an) outreach worker(s) to be supervised by the
Office of Community Relations and E.A.Y.C. jointly.
II. As funds are required by E.A.Y.C. for the purposes
provided herein, the City will provide the specified amount for
the proper execution of this contract. The E.A.Y.C. does
certify that all applicable federal, state and local laws,
regulations and ordinances have been complied with in committing
said funds.
Upon receiving the signed contract in proper form,
the City shall duly requisition from the pinellas County Office of
Human Rights the amount so requested and when such amount is

credited to the City's account, the City shall pay that amount to
E.A.Y.C.
III. All records pertaining to this project shall be
retained by E.A. Y.C. for such period as required by applicable
laws and regulations and may thereafter be destroyed only with the
prior written approval of the City. All records shall be
available for audit by representatives of the City and other
agencies responsible for compliance with applicable laws and
regulations.
IN WITNESS WHEREOF, the City and E.A.Y.C. have executed
this agreement as of the date first above written.
