PURPOSE
.
On July 15, 2000, Clearwater experienced a significant stonn event that approximated a 10 year return
frequency, exceeding 7.5 inches of rainfall in 24 hours (See Exhibit 1). This "White Paper"
Memorandum Report summarizes the extent of the problems associated with that rainfall event. The
report will not reconunend solutions to address individual drainage problems from occurring should a
similar, or greater, magnitude stonn event occur in the future, but will summarize present efforts to
enhance stonnwater drainage and water quality controls, with emphasis on major areas of need. These
major enhancements are expected to address the individual drainage problems experienced during this
stonn event It is intended that this paper lead to further consideration and discussion of an enhanced
storm water strategy for Clearwater that would lead to City-Wide flood minimization and water quality
enhancement
CONCLUSIONS AND RECOMMENDATIONS
. Policy and Procedure for handling flood related complaints:
A procedure for handling flood related complaints was implemented prior to the July J 5.2000 storm
event. This process routes all flood complaints to the Public Services Department for documentation
and investigation. A "hotline" has also been setup with a flood complaint option that also forwards
calls to the Public Services Department. If the source of the problem is out of the scope of
maintenance. then the complaint is forwarded to the Project Development and Environmental
Department for further investigation. This procedure has helped to expedite the resolution of
maintenance relatedflood complaints (See Exhibit 2, Flood Complaint Handling Flowchart.)

. Constl1lc1 Multi-Purpose Capital Stormwater Improvement Projetts:
The Stormwater Management Program was implemented by the City of Clearwater in 1990 to
address three primary areas of need: (1) Existing Infrastructure Drainage Repair and Replacement;
(2) Water Quality Enhancement and Abatement Projects and Programs; and (3) Aesthetic and
Stream/Lake Management Activities. According to the FY 2001 proposed Annual Operating and
Capital Budget Document for the city. the stormwater utility will generate about $5.1 Million in
revenues, from which approximately $4.4 Million will be available to oJJset operating costs and debt
service, leaving approximately SO. 7 Million available for Capital Improvement Project development.

City is not capable of providing the LOS specified in the Comprehensive Plan in certain areas.

Recurringjlooding problems have been identified through Completed Watershed Management Plans
and citizen complaints. Capital Improvement Projects to alleviate these flooding problems have been
classified and prioritized by the Capital Improvement Storm water Management Committee based on
the type of problem that was experienced (see exhibit 3). Funding for each project is based on this
priority and it has been recognized that this leaves many dissatisfied customers as reprioritization
takes place on an ongoing basis as new complaints are received. In order to provide the specified
LOS in the Comprehensive Plan, it is vital that these proposed improvements be implemented and
constructed. Insufficient funds presently exist to implement approved watershed projects. even after
leveraging those funds with funds from other agencies. The Utility Rate needs to be re-evaluated to
increase Stormwater CIP funding.

STORM EVENT SUMMARY
Based on the measured rainfall data, collected from
I rain gauges set up at various project sites, it is now believed
. that the July 15th rainfall event was widespread and not
limited to anyone of Clearwater's thirteen watersheds.
Exhibit 4 depicts each watershed in Clearwater and the
approximate drainage basin boundaries. The actual
complaint summary record is shown on Table 1. Based on
this experience, City Staff have confinned ninety-eight(98)
valid drainage complaints, some of which included "In
House" flooding.
Of the ninety-eight drainage complaints received, Citizen
concerns ranged from fears that a nearby retention pond was filling to a level which they were
unaccustomed to, at one extreme, to actual street and "In-House" flooding at the other extreme. Pictorial
examples of the latter two are provided in Exhibit 5. A comprehensive summary of complaint detail is
presented in Exhibit 6. Detailed atlas pages are available for review in Engineering which identify the
actual drainage complaint location.

Table 2 demonstrates that approximately 27 percent
of the complaints were resolved at or shortly after
the stonn by the City. Resolution was affected by
City action, either through the normal course of
stonn event operation and maintenance, referred to
PineUas County where the problem was within their
jurisdiction, or where the problem was of a private
property nature, the Engineering Staff
recommended a safe resolution of the problem back
to the private property owner. The latter, for
example, included such things as improperly
graded lots or the need for roof gutters.

The remaining 73 percent of the problems continue to remain unresolved at this time and will require
further action by the City of Clearwater. Of the unresolved complaints, 15 were reported as house
flooding and 57 were reported as street, yard, porch flooding or erosion problems. 21 of the problem areas
are already on the CIP list awaiting funding for drainage improvements. The complaints that have not
previously been scoped for a project will be further evaluated to determine the need to add to our CIP list
and for scoping, classification and prioritization by the Capital Improvement Stormwater Management
Committee.
