MEMO RE REDEFINE SERVICE AREA MEMORANDU~ TO: , The City Commission of the City of Clear\vater SUBJECT: @ Redefining of Service Area Agreement with The City of Dunedin RECOMMENDATION: That a Resolution be passed which ww1d redefine the Utility Ser- vice area between the City of Dunedin and the City of Clearwater, as per discussion with Dune- din officials. A revised map is attached. BACKGROUND: A service area agreement was rrade between Clearwater, Dunedin and Safety Harbor on Feb. 2, 1970. This agreement was rescinded by Resolution 72 -11, Sept. 14, 1972 and the City Manager was authorized to negotiate a new agreement. This matter was re- cently discussed with Dunedin officials and it is anticipated that they are similarly amending their map and documentation. The principal changes from the 1970 agreement are: U. S. Homes Countryside development would be formally included in Clearwater's Service Area. (This development was annexed into Clearwater in 1972 with concurrence of Dunedin). Dunedin, by Ordinance 72-54, extended its Service Boundary to include a section of land north and west of Union St. and Keene Rd. The southern portion of this section of land w w1d be re- turned to the Clearwater Service area. This would enable Clearwater to service the proposed elementary school at this location. The School Board intends to request annexation of this school into Clearwater, as Dunedin does not have the capability of providing sewer and water. With the recently adopted Fire Districts, the Greenbriar development is now in the Dunedin Fire Dist.rict. Since this dev'elopment does not have water or sewer service from C11~arwater, it is more appropriate that L~is development be included in the Dunedin Service Area. NOTES: , . j 1/tthw PM0r . It is the school system's intent to begin construction of an elementary school at this location in 1974, as we are currently selecting an architect and developing educational specifications for this project. It is my understanding that the cities of Clearwater and Dunedin have under considerati on, an agreement which would transfer our school site from the Clearwater service area to the Dunedin service area. Mr. Ted Prindle, our Consulting Architect, indicates that this transfer would possibly present an economic disadvantage to us in that Clearwater has water and sewer at lhe corner of our site. Dunedin advi~es that their nearest water and sewer are at the corner of Lexington and Union, more th'ln 3,000 feet west of our site. Unless this transfer is contingent upon Dunedin providing water and sewer at our site at no cost to us, I reqL.est that this site remain in the Clear tater service area, and further, that the appropriate forms for requesting annexation to t~ e City of Clearwater be forwarded to my office. .
