LETTER OF UNDERSTANDING
Dear Mr. Jones:
This Letter of Understanding serves as the City of Clearwater's official authorization to allow the Band Boosters to provide public
parking services for a portion ofthe 2002 Philadelphia Phillies Spring Training games, as approved by the Cityo The responsibilities
of the City and the Band Boosters are explained in the following.
The City al?:rees to:
1. Make the main Jack Russell Stadium (IRS) parking lot available, as well as Clearwater Intermediate School Field lot (parking is
permitted on the outfield grass portion of the field)o
20 Have the Police Department provide sufficient patrols to assist the Boosters with the flow of traffic and parking around IRS.
3, Make random counts of all automobiles parked in the City's lots, Copies of submitted bank deposit slips and random counts will
be sent to the City's Internal Audit Division for review,
4. Collect from the Phillies at the conclusion of the season, $4.00 for each season ticket holder utilizing the "reserved" lot for each
game played at IRS, The City shall deduct seven percent (7%) for payment of State sales tax, and remit (70%) of the remaining
revenue to the three groups providing the main parking services, according to the number of games each covered.
The Boosters al?:ree to:
1. Provide parking services for the Phillies Spring Training games, for the dates and games agreed to with the City, Be responsible
for the orderly parking of all vehicles in each of the designated lots for the number of games agreed to, and to coordinate this
with the Clearwater Police to ensure an orderly flow of traffic in and around IRS.
2. Provide a minimum of fifteen (15) Booster volunteers to direct and operate the parking concession, who shall be scheduled to
work from 3 hours prior to the scheduled starting time until 3 hours after the scheduled starting time (1 :05pm game: 1O:05am-
4:05pm / 7:05pm game: 4:05pm-1O:05pm).
3, Hire three (3) off-duty police officers, who shall be scheduled to work from 3 hours prior to the starting time until the lots are
empty after each game, There is a new "Extra Duty Agreement" procedure to receive a permit for off-duty police officers.

4. Charge $4.00 ($3074 plus $026 sales tax) for each automobile parked at the designated facilities, with the exception of the
reserved lot.
5. Make individual bank deposits covering all money collected for each game played at the Stadium, and submit copies of each
bank deposit slip to the City.
60 Remit to the City, within 30 days following the end of the season, a draft or check covering the total percentage payment: (7%)
of the gross revenues collected for payment of State sales tax (this!!!!!ll be submitted to the City!), and (30%) of the
remaining revenues as the City's portion of the parking concession. The remaining revenues (70%) will be retained by the
Boosters as their portion of the concessiono
7, Provide for the orderly parking of vehicles in the "reserved" parking lot. No money will be collected for this lot as it is reserved
for season ticket holders (see City Agrees to. . . . #4) 0
8. Hold fIfty (50) parking spaces fronting on Phillies Drive, which shall be free and for the use of the officials, players, press,
visiting officials, and groundskeeperso The owner of each of these vehicles shall display an authorized identifIcation placard.
90 Maintain a liability insurance policy in the minimum amount of $500,000, naming the City as an additional insured, for all
personal injury and property damage claims that might ariseo The Boosters shall provide evidence of this policy to the City prior
to the start of their parking commitment.
100 Attend a brief training meeting with City and Phillies staff, scheduled for Wednesday, February 20st, at 4:00pm at the Jack
Russell Stadium parking lot.
It is understood that for the 2002 Spring Training Season, the Clearwater High School's Band Boosters have the fIrst option to
choose the one-half (1/2) of the schedule they would like to work, and that they have selected the last eight (8) scheduled games
(3/16-29) 3/16-Tampa Bay, 3/19- Detroit, 3/22- Boston, 3/24 -Minnesota, 3/25- New York Yankees, 3/27 -Tampa Bay, 3/28 -
Toronto and 3/29- New York Yankees 0 Countryside High School's Band Boosters have the second option on which games they
would like to work, and have selected the fIrst eight (8) games, which are scheduled for 3/1-St. Leo, 3/2- Pittsburgh, 3/5-Cincinnati,
3/8-Toronto, 3/9-Cleveland, 3/10-Texas, 3/12- Cincinnati and 3/13- Pittsburgh. Since there are sixteen (16) scheduled games this
spring there is no odd game, We will continue to alternate the option each year among the groups.
