FIRST AMENDMENT TO SUBRECIPIENT AGREEMENT FIRST AMENDMENT TO THE SUBRECIPIENT AGREEMENT BETWEEN CITY OF CLEARWATER, FLORIDA AND CONSUMER CREDIT COUNSELING SERVICES OF CENTRAL FLORIDA AND THE FLORIDA SUNCOAST, INe. THIS FIRST AMENDMENT ("Amendment") dated July 1, 2004, to the ORIGINAL AGREEMENT ("Agreement"), made and entered into on 1st of October 2003, by and between the City of Clearwater, Florida, a municipal corporation existing by and under the laws of the State of Florida, herein after referred to as the "City", and Consumer Credit Counseling Services of Central Florida and the Florida Suncoast, Inc., a not-for-profit corporation organized under the laws of the State of Florida, herein after referred to as the "CCCS": WHEREAS, the City has entered into an agreement with the US. Department of Housing and Urban Development (HUD) for the purpose of conducting a Housing and Community Development Program with federal financial assistance under Title I of the Housing and Community Development Act of 1974, as amended, hereinafter called "Act"; the Cranston-Gonzalez National Affordable Housing Act of 1990; and WHEREAS, the City has entered into an agreement with the U S. Department of Housing and Urban Development for the purpose of conducting the HOME Investment Partnership Program (HOME) with federal assistance under Title II (42 US.c. 12701-12839) of the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended; and WHEREAS, the City has entered into an agreement with the State of Florida for the purpose of conducting the State Housing Initiatives Partnership (SHIP) Program with State of Florida assistance under the William E. Sadowski Housing Act (Section 420.907 - .9079 Florida Statutes, Rule 67-37, Florida Administrative Code) which was signed into law on July 7, 1992; and WHEREAS, the City has determined through its Fiscal Year 2003-2004 Consolidated Action Plan Year 2003-2004, which was adopted on June 19, 2003, the necessity for providing funding for housing counseling and foreclosure prevention services to very-low to moderate income residents of Clearwater; and WHEREAS, it has become necessary to amend the original "Scope of Services" to also include providing foreclosure prevention assistance counseling to City of Clearwater residents and previous City of Clearwater loan recipients, in addition to the other stated services; and WHEREAS, the original Agreement dated October 1, 2003 remains in full force and effect; '04 AUG 30 AM10:U_ Iv'--( J .
