YES 5 I' I I I I I I I I I I I I I I I I I I I I ATTACHMENT TO PAGES 3/4 - "OVerview" of Deposit Loan Fund A major im~ediment for new families (newly formed, formerly homeless, Just out of transitional housing, etc.) who want to find fair, safe, affordable rental housin9' is paying various cash deposits needed; typically electric~ty ($160); rent ($420); and water ($180). The problem is growing as renting and utility costs increase; those increases are being passed on to the tenants. For year, our counselors have recognized the need for move-in deposit assistance. Last year, when Clearwater Social Services Program sought mini-proposals, our counselors asked for and received a $5,000 grant to be used as a loan fund. The money has been loaned to residents of the City of Clearwater for assistance paying deposit(s) to the City of Clearwater utilitf Department. Those selected are loaned up to $180, have suffic~ent income/vs. debts/expenses to make repayment likely, and are elderly or have young children. In the first three months of 1996, we have loaned 20 families (all residents of Clearwater) a total of $2702 with an average loan of $135 per family. The original grant of $5,000 has turned more than twice. We anticipate making in excess of $10,000 in loans from the original $5,000 9rant. 55% of the amount loaned to these families has been repa~d TO DATE; some families have been unable to make payments because of continuing financial problems. This program has been a critical part of their ability to move into affordable rental housing which had been beyond their reach - only because of the deposits required. In the coming year, we expect to loan funds for deposits to over 80 families. We attach a copy of the agreement signed by each client, which clarifies responsbilities u~on receiving this loan. We also attach a copy of the criter~a used by our counselors. Counselors write letters and call clients who are past due in their payments, which encourages additional clients to complete their payments. However, a few clients have moved out of the area and cannot be contacted. Any client who does not re~ay this loan in full cannot receive any additional emergency f~nancial assistance for rent/mortgage payments or utility payments using funds from PEMA, Florida Power, or other sources. with Community Service Foundation's staff experience in financial assistance, currently through the "We Care" fund from Clearwater, FEMA, and Florida Power as well as other occasional sources, we have the skill to determine which are best candidates for this program. No other agency in North pinellas County is currently prov~ding such a mix of resources to keep families in affordable hous~ng.
