Dear Ream:
In accordance with Section 133.09 of the City of Clearwater Code of Ordinances,
I have reviewed your request for a temporary waiver of the sidewalk installation
requirements in conjunction with improvements to a portion of Carpenter Field.
In accordance with the appropriate section of the Code, it has been determined
that sidewalk installation on U.S. 19 is temporarily waived because of the natural
topographical conditions which preclude such installation.
Although the City has full use of the Florida Power property to the West of
Carpenter Field, it is neither the owner of this property nor has any construction
occurred upon it. Accordingly, there will be no requirement for sidewalk installa-
tion along this right-of-way.

Sidewalk Waiver: Carpenter Field Complex, 651 Old Coachman Road

I have inspected U.S. 19 and Coachman Road in the vicinity of Carpenter field and
found that the terrain on U.S. 19 adjacent to this property would not permit
construction of a sidewalk.
The Carpenter field property does not abut Coachman Road and, therefore, would not
need a sidewalk. It is separated from Coachman Road by the Florida Powerright-of-
way. In any event, there are no sidewalks on Coachman Road on the east side in the
area of Carpenter Field.
Since this location meets the requirements established in the Ordinance for a waiver,
it is my recommendation that a waiver be granted.

Section 133.09 of the Code of Ordinances of the City requires that all land
that abuts a public right-of-way, which is to have new construction on it,
either for residential, commercial, industrial or other purposes, shall have
sidewalks constructed by the Owner on, across or adjacent thereto.
The Owner understands and agrees that if the waiver is granted, the City may
install sidewalks at a future date and assess the owner for the full cost of
