I am writing to advise you that the City Commission has adopted the attached resolution, which we
believe satisfactorily resolves your staffs immediate concerns regarding the official boundaries of the City
of Clearwater Community Redevelopment area for Downtown Clearwater.
Please accept this letter as our formal request to have the Pinellas County Board of County
Commissioners formally extend redevelopment authority to the City of Clearwater Community
Redevelopment Agency for the "added" areas shown in the legal description attached to the resolution.

RESOLUTION NO. 94-26
A RESOLUTION OF THE CITY OF CLEARWATER, FLORIDA,
ADOPTI NG A CORRECTED MAP OF THE BOUNDAR I ES OF THE
COMMUNITY REDEVELOPMENT AREA WITHIN THE CENTRAL DOWNTOWN
BUSINESS DISTRICT OF THE CITY TO SERVE AS THE OFFICIAL
MAP OF THE BOUNDARIES OF THE AREA; CONFIRMING AND
RATIFYING THE FINDING THAT THE AREA IS A "BLIGHTED AREA"
AND THAT THE REHABILITATION, CONSERVATION I REDEVELOPMENT
OR COMBINATION THEREOF IS NECESSARY IN THE INTERESTS OF
PUBLIC HEALTH, SAFETY, MORALS, OR WELFARE OF THE
RESIDENTS OF THE CITY, FOR WHICH PURPOSES THE COMMUNITY
REDEVELOPMENT AGENCY OF THE CITY OF CLEARWATER, FLORIDA,
IS NECESSARY TO CARRY OUT REDEVELOPMENT ACTIVITIES
WITHIN THE AREA; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Clearwater by the adoption of Resolution 81-67 on
August 6, 1981, declared a specifically bounded area in and around the central
downtown business district of the City to be a "blighted area" within the meaning
of Section 163.340, Florida Statutes, and the boundary of the area was described
in Exhibit A to that resolution; and
WHEREAS, the area described in Resolution 81-67 is the community
redevelopment area for which the Community Redevelopment Agency of the City of
Clearwater, Florida, was created and for which a community redevelopment plan has
been adopted; and
WHEREAS, various maps have been used from time to time, to depict the
boundaries of the community redevelopment area, but no precise or accurate map
of the boundaries has heretofore been prepared and there is a need to adopt an
official map showing the boundaries of the area precisely and accurately; and
WHEREAS, the City Commission of the City of Clearwater has examined themap
of the boundaries of the community redevelopment area, a copy of which is
attached to this resolution as Exhibit A, and believes upon careful consideration
that the map is an accurate representation of the boundaries of the area as
described in Resolution 81-67 and is in acco~dance with the intention of the City
Commission in adopting that resolution; and

WHEREAS, the City Commission finds it necessary to adopt the map as the
official map of the boundaries of the area; now, therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE (ITY OF
CLEARWATER, FLORIDA:
Section 1. The map depicting the boundaries of the community redevelopment
area within the central downtown business district of the City of Clearwater, a
copy of which is attached hereto as Exhibit A, is hereby adopted to serve as the
official map of the boundaries of the area, consistent with the description of
the area contained in Resolution 81-67. Nothing herein shall be construed as an
attempt on the part of the City of Clearwater to include or to exclude properties
from the area as those boundaries were defined by Resolution 81-67. To the
extent that the boundaries of the area which are shown on the attached map may
differ from the boundaries as shown on earlier maps of the area, the City
Commission declares its intent and belief that the attached map is a true and
correct representation of the boundaries as they were intended to be fixed and
established when Resolution 81-67 was adopted, and further declares that the
purpose of this resolution is to correct scrivener's errors in the preparation
of earlier maps.
Section 2. The City Commission hereby confirms and ratifies the finding
made in 1981 by the adoption of Resolution 81-67 that the area is a "blighted
area" within the meaning of Section 163.340, Florida Statutes, and that the
rehabilitation, conservation, redevelopment or combination thereof is necessary
in the interests of public health, safety, morals, or welfare of the residents
of the city, for which purposes the Community Redevelopment Agency of the City
of Clearwater, Florida (the "CRAil), is necessary to carry out redevelopment
activities within the area (see Exhibit B attached to this resolution). Nothing
herein shall be construed as impairing the continued existence or the rights,
powers or privileges of the CRA or of its officers or employees, or impairing the

obligations of any contract to which the eRA is a party.
Section 3. This resolution shall take effect immediately upon adoption.

The following statements are provided as supplementary information for the resolution regarding
correction of the CRA boundaries prepared by City Attorney AI Galbraith. This information shows the
area in question to be justified as an area of redevelopmental necessity.
Please advise if there are questions or comments.
~ Vehicular access to the subject area has been determined to be
inadequate. The area is traversed by a vacated right-of-way (the former
Pierce Street) still used as a vehicular roadway, and by Alexander
A venue, a substandard roadway that does not meet the minimum right-
of-way or pavement width requirements of the City's code. The area is
bordered on its west side by Madison Avenue, a substandard roadway
that does not meet the minimum right-of-way or pavement width
requirements of the City's code. This inadequate roadway network
necessitates substantial redevelopment efforts to resolve these
deficiencies.
~ The land uses located in the subject area are a mixture of government-
. owned institutional offices and equipment, fuel and storage uses, and
commercial uses including an automobile sales lot. The predominant
structure in the area is the City of Clearwater City Hall Annex, a former
department store. This structure has been determined to have structural
deficiencies that severely limit its useful life; rehabilitation studies
relating to this building indicate that repair of the building is not cost-
effective.
