12/08/2005 CITY COUNCIL SPECIAL WORKSESSION CITY OF CLEARWATER December 8, 2005 Present: Frank Hibbard Mayor William C. Jonson Vice-Mayor Hoyt P. Akin City Attorney Cynthia E. Goudeau City Clerk Patricia O. Sullivan Board Reporter The Mayor called the Work Session to order at 2:30 p.m. at the Main Library. 2. Review of Final Report and Online Results Facilitator Dr. James Moore, National Director of Community Planning & Urban Design for HDR Engineering, Inc, reviewed the final draft report, and reported the community was generally represented. Online survey results were reported separately. The final document will integrate the report, online survey, and Council conclusions. He suggested a review of Codes related to the beach and Downtown. Residents primarily are concerned about where they live. Public transportation, affordable housing, and green space concerns require expensive long- term solutions. The next comprehensive plan update should be more user friendly and accessible, so that people read it. 3. City Council Direction It was recommended that the Vision reflect City aspirations and that improved communications could resolve inaccurate perceptions about the City and educate residents regarding which issues are beyond municipal government control. Discussion ensued regarding consolidating initiatives/priorities: 1) safe, clean, green environment; 2) quality beach; 3) vibrant downtown; 4) culture and recreation; 5) education; 6) economic vitality; 7) infrastructure; and 8) efficient public transportation. Dr. Moore said the final document will provide staff with direction to carry out Council priorities, will include a white paper summary, and reference all comments, while keeping online results separate. 4. City Council Next Steps A work session will be scheduled for January 2006 for the Council to determine steps and time lines necessary to achieve vision goals.
