Natural and LP gas supply prices are still historically high and volatile, and they have
increased significantly this month. Therefore, we are recommending an increase of
15C/therm in our Natural Gas Purchased Gas Adjustments (PGA) and an increase of 8C/gallon
in our Propane (LP) PGA for September. We are not recommending any change in our Energy
Conservation Adjustment (ECA), Environmental Imposition Adjustment (EIA), nor Weather
Normalization Adjustment (WNA) clauses this month. We are projecting similar PGA
increases also next month to fully align our recovery factors with actual costs.
The net effect of these recommended changes is an increase in our typical Residential Natural
Gas customer's rate of 15(:/therm (up 8.2%) and an increase in our typical Residential LP
customer's rate of 8(:/gallon (up 3.6%).
Therefore, we are recommending your approval of the following rates to become effective for
billings rendered on and after September 1, 2005:
Natural Gas Firm Standard Rate Schedule PGA ....... $1.23 per therm (up 15Cltherm)
Natural Gas Interruptible and Contract
(Non-Standard) Rate Schedule PGA ............. $1.16 per therm (up 15Cltherm)
Propane (LP) Gas Rate Schedule PGA .................... $1.24 per gallon (up 8C/gallon)
Energy Conservation Adjustment (ECA) ............... $0.14 per therm (no change)
& $0.14 per gallon of LP (no change)
Environmental Imposition Adjustment (EIA) ......... $0.02 per therm (no change)
& $0.02 per gallon of LP (no change)
Weather Normalization Adjustment (WNA) .......... $0.00 per therm (no change)
& $0.00 per gallon of LP (no change)

Attachment #1 shows the FY 04/05 FYTD status of our Adjustment Recovery Clause
balances with actuals thru July and projections through FYE Period .13. These show that we
are about $1.4 Million behind in our recovery clauses as of July and are raising our rates to
stem the increase as much as reasonable by the end of the fiscal year. It is important to our
overall financials for FY 04/05 that we bring this closer into balance, and our recommended
recovery factors are based on controlling this level.
Attachments #2 and #3 show our current annual projections for Natural Gas supply costs
and LP supply costs, respectively. Attachments #4 and #5 show the impact of these
adjustment clause changes on our overall Natural and LPGas rates, respectively. Attachment
#6 shows our rate history over the past 3 years and shows our relationship to electric prices.
I should point out that the overall effect is that our typical Residential customer rates are still
at least 31 % lower than electric for Natural Gas and 12% lower for LP. This favorable
margin between our gas rates and the comparable electric rates was helped by an increase in
Progress Energy's rates for storm damage recovery and may be enhanced even more if their
proposed rate increased is approved for next January. Therefore, we still remain very
competitive as compared to electric rates.
It is our plan to use the above-proposed adjustments for billings through September 30,
2005.
Bill, I would appreciate your approval of these revised adjustment rates so we can get this
information to CCS in order to make the appropriate adjustments in the billing formulas in
time for the September 1 st billings. If you have any questions on this, please call me.
