SUBJECT: GAS ADJUSTMENTS EFFECTIVE MAY 1, 2005

Natural and LP gas supply prices are still historically high and volatile, but they have lowered
some this month. Therefore, we are recommending a reduction of not changed overall much
in the last month. Therefore, we are not recommending a reduction of 50/therm in our
Natural Gas Purchased Gas Adjustments (PGA) and a reduction of 70/gallon in our Propane
(LP) PGA for May. We are not recommending any change in our Energy Conservation
Adjustment (ECA) nor our Environmental Imposition Adjustment (EIA) this month.
As a result of the cooler than normal weather from late February thru April, we are
recommending that we discontinue collecting a Weather Normalization Adjustment (WNA) - --
a reduction of 20/therm or gallon. Since it now appears that we will be less than 10% below
our 10 year Heating Degree Day average, in accordance with our Gas Rates Ordinance, we
are recommending that the WNA monies collected this year be credited back to PGA.
The net effect of these recommended changes is a decrease in our typical Residential Natural
Gas customer's rate of 70 /therm (down 3.8 %) and a decrease in our typical Residential LP
customer's rate of 90/gallon (down 3.9 %).
Therefore, we are recommending your approval of the following rates to become effective for
billings rendered on and after May 1, 2005:
Natural Gas Firm Standard Rate Schedule PGA ....... $1.06 per therm (down 50/therm)
Natural Gas Interruptible and Contract
(Non - Standard) Rate Schedule PGA ............. $0.99 per therm (down 50/therm)
Propane (LP) Gas Rate Schedule PGA .................... $1.14 per gallon (down 70/gallon)
Energy Conservation Adjustment (ECA) ............... $0.13 per therm (no change)
& $0.13 per gallon of LP (no change)
Environmental Imposition Adjustment (EIA) ......... $0.02 per therm (no change)
& $0.02 per gallon of LP (no change)
Weather Normalization Adjustment (WNA) .......... $0.00 per therm (down 20/therm)
& $0.00 per gallon of LP (down 2Vgallon)

Attachment #1 shows the FY 04/05 FYTD status of our Adjustment Recovery Clause
balances with actuals thru March and projections through FYE Period 13. These show that
we are about $1.6 Million behind in our recovery clauses as of March and are projecting to
catch up about 75% of this by the end of the fiscal year. It is important to our overall
financials for FY 04/05 that we bring this closer into balance by the - Fiscal Year End, and our
recommended recovery factors are based on recovering this.
Attachments #2 and #3 show our current annual projections for Natural Gas supply costs
and LP supply costs, respectively. Attachment #4 shows our WNA projections.
Attachments #5 and #6 show the impact of these adjustment clause changes on our overall
Natural and LP Gas rates, respectively. Attachment #7 shows our rate history over the past
3 years and shows our relationship to electric prices.
I should point out that the overall effect is that our typical Residential customer rates are still
35% lower than electric for Natural Gas and 13% lower for LP. This margin between our
gas rates and the comparable electric rates was helped by a fairly significant increase in
Progress Energy rates in January also due to their supply cost increases and another increase
is expected to be approved soon due to their hurricane losses last year. Therefore, we still
remain very competitive as compared to electric rates.
It is our plan to use the above - proposed adjustments for billings through September 30,
2005, unless there is a significant change in our forecasts or we project a significant
over /under recovery of our adjustment clauses. We will continue to track these balances
monthly, make monthly projections of these factors based on market conditions, and let you
know if any of these get significantly out of balance.
Bill, I would appreciate your approval of these revised adjustment rates so we can get this
information to CCS in order to make the appropriate adjustments in the billing formulas in
time for the May 1 st billings. If you have any questions on this, please call me.
