SUBJECT: GAS ADJUSTMENTS EFFECTIVE OCTOBER 1, 2002

It is that time of year when we fully review our adjustment rates and make new
projections for the upcoming fiscal year. Natural & Propane (LP) Gas supply prices have
increased somewhat. Therefore, we are recommending an increase of 4C/therm in our
Natural Gas Purchased Gas Adjustments (PGA) for October (5C/therm for Contract and
Interruptible customers because we are recommending a 7C vs. an 8C differential between
Standard and Non-Standard PGAs) and an increase in our LP PGA of 5C/gallon.
We are recommending an Energy Conservation Adjustment (ECA) of 10C per therm and
gallon, which is a reduction of 6C.
As you know, we experienced an extremely mild winter this past year. At this point we
can finalize the effect of this shortfall in Heating Degree Days of 25% for the year. The
recommended final Weather Normalization Clause (WNA) recovery is $588,221.69, which
represents the estimated Non-Fuel Energy (NFE) for the fiscal year. Therefore, we are
recommending your approval of this final WNA figure and our rolling of the balance in this
adjustment at the end of the fiscal year into the Natural Gas PGA, thereby discontinuing
our current 4C per therm and gallon WNA.
We are recommending that we continue to not collect any Environmental Imposition
Adjustment (EIA) as our balance for this is still positive.
The net effect of these recommended changes is a reduction in our typical Residential
Natural Gas customer's rate of 6C/therm (down 4.4%) and a reduction in our typical
Residential LP customer's rate of 5C/gallon (down 3.0%).
Therefore, we are recommending your approval of the following rates to become effective
for billings rendered on and after October 1, 2002:
Natural Gas Firm Standard Rate Schedule PGA ....... $0.620 per therm (up 4.0C/therm)
Natural Gas Interruptible and Contract
(Non-Standard) Rate Schedule PGA ............. $0.550 pertherm (up 5.0C/therm)

Attachment #1 shows the current status of our Adjustment Recovery Clause balances
with actuals thru August and projections thru Period 13. These show that we are
projecting being about $1.3 Million behind by the end of the fiscal year. It is important to
our overall financials for FY 02/03 that we bring this close to balance by next Fiscal Year
End, and our recommended recovery factors are based on this.
Attachments #2 and #3 show our current annual projections for Natural Gas supply costs
and LP historical FYTD costs, respectively. Attachment #4 shows our methodology for
calculating our proposed PGA, and Attachment #5 shows our methodology for calculating
our proposed ECA and EIA. Attachments #6 and #7 show our computation of the WNA
base shortfall and the additional WNA required to make up for the fixed rate customers.
Attachments #8 and #9 show the impact of these adjustment clause changes on our
overall Natural and LP Gas rates, respectively. Finally, Attachment #10 shows the history
of our Residential rates and the adjustments back to October 2000.
I should point out that the overall effect is that our tvpical Residential customer rates are
45% lower than electric for Natural Gas and 24% lower for LP.
It is our plan to use the above-proposed adjustments for billings through March 31, 2003,
unless there is a significant change in our forecasts or we project a significant over/under
recovery of our adjustment clauses. We will continue to track these balances monthly,
make monthly projections of these factors based on market conditions, and let you know if
any of these get significantly out of balance.
Bill, I would appreciate your approval of these revised adjustment rates so we can get this
information to CCS in order to make the appropriate adjustments in the billing formulas in
time for the October 1 st billings. If you have any questions on this, please call me.
