REQUEST FOR APPROVAL TO DECREASE GAS RATES
Effective from February 1 through 14, 1991, Florida Gas Transmissicln (FGT)
filed General Service tariff rate changes, which decreased our comn!odity
costs 5.69~/therm and increased our demand and winter period peakir.:g
factors O.168~/therm. Effective from February 15 through 28, 1991, FGT
made a second filing which further decreased our commodity Qosts
2.076~/therm. As the attached analysis shows, the combined charges will
result in an expected overall weighted average cost for natural gas of
26. 434jt/therm.

We recommend passing through the first rate change but not the second. We
request your approval to decrease the billing rates as recommended '~n the
attached analysis beginning with the billings on March 1, 1991. Th:Ls
passes through the net 'decrease to rates in the first half of Februilry and
makes no change for the decrease in the second half of the month. Since
the new utility billing system is now operational, our billings now reflect
the cha~ges for natural gas and the 0.5% gross receipts tax increas~!
separately. Therefore, this request will change the "natural gas rates .
without the gross receipts tax" as required for the new billing syst:em.
Natural gas rates per therm, effective March 1, 1991, will be as follows:

This rate decrease, according to FGT, was due to a decrease in their costs
of purchased gas.
We request approval to pass through the rate change as recommended.
