generate economic and quality of life benefits to the
City of Clearwater and its citizens,
Global Spectrum and its on-site staff at

Global Spcctrum's experuse in the com'enuon center business has proven to be a great asset for our
community and the City ofCleatw,\ler,
Global Spccuum and the Haroorview Center ha,'e done a rremendous job over the past year
maximizing the use of the facility and attr:lcting new business. The facility continues to emphasize
provicling quality food and beverage, as well as its nauonally recognized customer service,
Global Spectrum's staff strives to provide the best possible experience for its clients and to show
professionalism and competency in all areas of managing the Center. I am confident that the
Cily's image is positively portrayed to the public through Global Spectrum and the staff at
Harborview, and offer my congratulations on a successful year.
Highlights of the year included the Harborvk...v Center surpassing budgeted net income by more
than :>103,000 and compleung the year with a net of 5224,316. TIlis enabled the Harborl'iew to
return more than 567,000 in subsiclies to the City of Clearwater, per the contr:lct.
Fiscal Year 2007 proved to be more successful than fiscal year 2006, returning an even larger
portion of the City subsidies,
This was the second year since the City emered imo a new agreement with Global Spectrum and the
year-cnd results for the 2007 fIScal year were ,'et)' posiu,'e, with the Harborview Center exceeding its
fmancial and operauonal g02ls. '
The Harborview Center is an exhibition. conferenee and banquet facility owned by the City of
Clearwater and managed by Global Spcctrum since it opened in 1996. Effcctive October 2005,
the City of Clearwater and Global Spectrum entered a new management agreemenl, which
reduces the City subsidies over a 3 year period, and shares with Global Spectrum the profilability
and/or loss of the Center. Global Spectrum's responsibilities include markeling the Center,
scheduling and booking short-teml evcnts, and managing and maintaining the facility,

We are pleased to present the fiscal year 2007 Annual Report. During
the past year, the Harborview Center continued to attract new business,
rebook existing customers, receive high levels of overall customer
satisfaction. as well as exceed all of its financial and operational goals.
Although the financial and service results of the 2007 fiscal year are
positive indicators we are not complacent, we will continue to raise the
bar. I am very proud of the dedication and hard work of our staff and
loyalty of our customers, as this combination results in success.
As we look ahead to 2008 and mark Global Spectrum's lth year of
management at the Harborview Center, Global Spectrum is committed
to provide the corporate resources to assist our "World Class Team" at
the Harborview Center with service beyond our client's expectations.

The number of hosted events was up 10.9% from the previous year with a total of 193 events.
Number of event days was also up from 239 the previous year to 245 this fiscal year-a 2.5% increase.
Total attendance, however, was down by 25.2% from the previous year primarily due to some of our
consumer shows outgrowing our facility and moving on to larger venues.
In fiscal year 2006-2007, the Harborview Center increased event revenues $107,055 over the
previous fiscal year-a 7.2% increase. Gross revenue per event was slightly lower than the previous
year at $8,295 compared to $8,585 in fiscal year 2005-2006-a 3.4% decrease,

The Harborview Center opened in January 1996
and just completed its lOth year of operations under man-
agement by Global Spectrum. The facility is located in
downtown Clearwater and overlooks the Clearwater Har-
bor. It features a 30,000 square foot exhibit hall and a
17,600 square foot ballroom, which is also the largest
ballroom in Pinellas County. Additionally, it offers a
3,900 square foot ballroom with view of the Harbor, a
9000 square foot pre-function area and 6 meeting rooms
totaling 4,500 square feet.
The center is located within two miles of world-
renowned Clearwater Beach and from over 1300 beach
hotel rooms. Pinellas County offers great excitement to
our visitors from great weather all year round, white sandy
beaches, over 45 golf courses and many other attractions
for all ages.

strategies, worked so tirelessly to book and maintain the facility, and endeavored to always surpass our clients'
expectations. Exceptionally high client survey scores and repeat business reflect this success.
The Harborview Center employees have exceeded the expectations set for the facility this past year; by surpassing
previous year's utilization of space and sales revenues; by increasing yield management; by improving cost efficiencies

Hotels
We have established solid relationships with our local
hotel partners, which have translated into reciprocal referrals
and the booking of multi-property events. One of our largest
annual events-the Mobile Tech Expo-generated over 900
room nights for area hotels.
Clearwater Reeional Chamber of Commerce
As a member, the Harborview Center sponsored several
networking events with the Chamber. We also hosted many key
fundraisers for their organizations, including the Taste of Clear-
water, AM Exchanges and Summer Splash-a multi-Chamber
business showcase tradeshow.

Food & Beveraee
In FY 2006-2007, our food and beverage department
grossed $1,046,038. Ovations, Global Spectrum's sister com-
pany headquartered in Tampa, assisted the Harborview Center
with consulting services including national purchasing pro-
grams, culinary staff selection and training, menu development,
financial data analysis and event suppon.

Once again this year, Banquets represented the majority of events and net income. The number of events compared to last
year remained almost identical, the highest spike being a 3% growth in Special Events. The net event income of Consumer Shows
dropped considerably this year, down from 23% in FY2006. However, both Banquets and Meetings/Seminars had a 6% increase in
overall net event income.

This was the third consecutive year at Harborview. The

Festival of Trees-November 2006
Harborview hosted the 21 st annual weeklong
festival featuring a collection of over 100
decorated Christmas trees for auction.
Premier Night, Breakfast With Santa and
Dessert Night were just a few of the events
surrounding the fundraiser benefiting the
Upper Pinellas Association for Retarded
Citizens.
Sun King Publishing Mobile Tech Expo-January 2007
This was the first annual show at Harborview. The expo
brought in several
International exhibi-
tors and attendees,
and generated over

nights. The show will return to Harborview in 2008.
Senior Connection "Young At Heart" Senior Fun Fest-
April 2007
Harborview hosted the event for the 4th year in a row, bringing in
f over 1,000 attendees and $20,000

The Harborview Center hosted
the silent auction benefit for the
first time in FY2007. The City
of Clearwater co-sponsored the
fundraiser that benefited several
local non-profit organizations.

The Harborview Center was a
co-sponsor of the event and also

impressed they were with the Harborview staff,
This is also the first year thaI every exhibilor fonn came back with 100% positive
responses regarding encounlers with venue staff, 1ba\'s righl nol I negative response, a
firsl for us. Another firsl was the amounl of people menlioned on those fonDS- Bosch.
Amanda, Andrea, Jill, and Brian. Mosl of the exhibitors hadjusl finished doing two
major aUlomotive aftennarkel trade shows in Las Vegas, Nevada the SEMA and NACE
shows, In most eases they eompared the above mentioned shows with Harborview staff,
the overall response was thaI they are second 10 none, In each and every case the stafT
mel or exceeded their expectalions. They specifically mentioned the Caddy service and
how in each and every case the stafT wenl oul of their way to accommodale their needs.
We had held the Int'l Mobile Tech Expo for the past 6 years in Orlando, Other cities we
have attended shows are Las Vegas, Atlanta, Dallas, Indianapolis and Atlantic City. I
mention this because I found the entire staff to be professional, knowledgeable and
friendly, From the ftrsllime I enlered your office 10 look al the hall, 10 the wrap up after
our expo, lbal is nOllnle for some of the other venues, There is no question the
Harborview has some major assets in its employees. It is because of those assets we are
relurning for 2008,
We had attendees from Australia, Canada, Costa Rica, France, Ireland, Gennany,
Holland, Hong Kong, Japan, Mexico, and Greal Britain. Unfortunately, we had them
staying from Sarasota &. Tarpon Springs 10 Orlando, Clearwater has won hands down
regarding the overall impressions of both the city and venue, We have had a number of
calls from allendees and readers that mentioned they were so impressed wilh the city they
were planning 10 come back for family vacalions,

A few highlights for the new fiscal year. . .
One of the first big events for the new fiscal year
will be the Aegon Holiday Party for approximately l,200
guests. Also, the brand new division of CVS Pharmacy-
CVS Caremark-will be having the first ever CVS Care-
mark Diabetes Solutions for Life Expo at Harborview in
November 2007. The expo will feature world-renown
guest speaker Stephen Covey, the author of the
international best selling book, The Seven Habits of
Highly Effective People.
Our wedding business is looking stronger than last
year, and we expect to set a record with over 40 weddings
in FY 2007-2008. We are not sure if it's because more
people are falling in love or because more couples and
their families continue to recognize the Harborview
Center as a wonderful venue for wedding receptions.
Also, we continue to focus on offsetting any
effects due to the construction and road closures in
downtown Clearwater. As the streetscape project nears
completion and downtown continues to grow in activity,
our staff is working hard at promoting the Harborview
Center and downtown as a location for events.
The Harborview Center has completed the
refurnishing of our conference/banquet level and have
upgraded china and the banquet presentation to accom-
pany our new and exciting menu.
The "World Class Service Team" at the
Harborview Center is looking forward to continuing to
exceed all expectations.
